The parts that usually break between vendors
A website is rarely one supplier's job. Someone owns the domain, someone else the hosting, a third party the mail, and a fourth built the site. Everything works until a record changes, and then each of them can prove the problem is one of the others.
When the people who run your IT also build what runs on it, that argument has nowhere to happen. The DNS, the mail and the site are the same team's responsibility.

Built to load fast and work on a phone
Most visitors arrive on a handset, on a connection that is worse than the one the site was built on. A site that is quick on a desktop and slow on a phone is a slow site.
That shapes the decisions rather than being checked at the end: what is loaded, when it is loaded, and what can wait until someone actually needs it.

New builds and rebuilds
New build or a rebuild of what you have got — both are ordinary work. A rebuild usually starts with what the current site does well, which is easy to lose when everything is replaced at once.
Beyond the public site there is the software a business runs on internally: the spreadsheet that three people maintain by hand, the process that lives in someone's inbox. Those are often worth more attention than the brochure.
Either way, the build does not end at launch. Hosting, updates, backups and the small changes every site needs in its first few months are part of the same arrangement, so there is nobody to chase when something needs moving.
